As part of our LMS report, we collect suggested list prices for LMS implementations for over 70 Learning Management Systems. I can't give you the price for exactly 1500 users, because we collect the information for 500, 10,000 and 25,000 users only (for relative pricing information). Here are the averages:

First year pricing =

500 = $41,442 ($83 per learner)
10,000 = $224,040 ($22 per learner)
25,000 = $422,601 ($17 per learner)

We then collected prices for a full 3-year implementation (including the first year costs). Here are the averages over a 3-year period:

500 = $63,165 ($42 per learner)
10,000 = $357,663 ($12 per learner)
25,000 = $657,239 ($9 per learner)

NOTE: on average, you pay an additional 31%, over a 3-year period, for a hosted solution (vs. a locally installed solution).
